A controversial bylaw that limits the number of cats allowed per urban household to three has gone into effect in New Zealand’s Rangitikei District.

Casually referred to as the “three cat rule”, the law was drafted as a result of numerous complaints about odor and noise.

Council documents showed that along with felines, roosters and pigs were the animals garnering the greatest number of negative comments from citizens.

The record also showed that some felt the cats wreaked a bit too much havoc among wildlife and other pets.

While the new rule has many worried, one member of the council put the situation into perspective.

He said, “We haven’t instituted a reign of cat inspectors. It’s not like your dog registration. We’re not going to count people’s cats. We don’t care how many cats they’ve got. So long as the cats are happy, the neighbors are happy and everybody else is happy.”

A local cat breeder expressed support for the new law. He feels it’s a positive step in getting people to pay more attention to their felines, especially when it comes to getting them spayed and neutered.
