The Congress government is reportedly under pressure not to accept the report of a committee that investigated the allocation of sites under the CM's discretionary quota.
The report of the Justice B Padmaraj Committee questions the probity of lawmakers and other prominent persons who were allotted the G-category sites in a controversial manner.
The panel submitted its report in August. Two months on, the government has missed several deadlines to unveil the findings and clear action. All fingers point to a powerful lobby that wants to stall the report.
258 got G-category plots: Panel
Though the report on the allocation of G-category was on the cabinet's agenda three weeks ago, law minister TB Jayachandra told a media briefing it was not discussed. But another minister said the cabinet did discuss the report but decided to keep it aside after some ministers spoke of the ramifications it might have.
The report names politicians, journalists and others who were allotted the sites between 1985 and 2009.
The panel was set up in 2009 on a directive from the Karnataka High Court to look into the allotment of 1,620 G-category sites, of various measurements, to MPs, MLAs, MLCs and various professionals. Many politicians and others were allotted the plots in upmarket areas at throwaway prices.
A BDA rule says that if a beneficiary submits a false affidavit stating that he and his family members do not own a house or site in Bangalore , both the site and the money paid can be forfeited. Many persons were allegedly allotted G-category sites in Bangalore on the basis of false affidavits.
Sources told TOI: "The panel has reportedly identified 258 such beneficiaries. These include legislators cutting across party lines, doctors , journalists and others."
In August, chief minister Siddaramaiah had told the assembly the government would initiate action on the panel's recommendations - a commitment that remains unfulfilled.
Sources close to Siddaramaiah said: "Even if the cabinet accepts the report, it's going to be a document that will hide more than reveal.... Nothing new might come to the surface." MLA Appachu Ranjan says: "It will be a test for Siddaramaiah. Will he heed the powerful lobby or bring wrongdoers to book? Only time will tell."

Be it G sites or BDA alternative sites or wakf land scams, many skeletons keep tumbling out at regular intervals with little corrective action in sight. The new government has in the budget constituted a land audit committee on industries and proposed an expert committee to safeguard home buyers. But acting on the Justice Padmaraj committee report will prove that it is indeed serious about stemming the rot.
