This video explains the difference between Hip Fire and Aiming down the Sights in Black Ops 2. In previous Call of Duty titles there was no difference for the shotguns, but in Black Ops 2 the ADS spread is much tighter than the hip fire spread. So at longer ranges ADS, but at close ranges still hip fire to keep the mobility to strafe.
