A gas tank exploded on Thursday outside this Turkish restaurant in Doha, the capital of Qatar.
Twelve people were killed, including two children, and some 30 others wounded.
A security source told Reuters the blast appeared to be an accident.
Early investigations suggest the explosion sparked a fire, causing part of the building roof to collapse.
The restaurant is near the Landmark mall, a shopping complex popular with families.
Doha itself is home to many foreign nationals.
Most of the 2 million people living in this Gulf Arab state are foreigners.
An official said all but one of the dead and wounded in Thursday's blast were non-Qataris.
