The Berlin/Bonn Act, which regulated the move of parts of the German government from Bonn to Berlin, was passed 20 years ago. But even today, six federal ministries are still based in Bonn, and thousands of officials continue to work there. The duplication costs German taxpayers millions of euros a year.
