Part#2 feature the true purpose of the DPS.
Watch how I use my DS while applying Penetrator as well, you will notice how my DS hits the 2 monsters twice each.

In order to execute this technique you have to press DS then penetrator at the right time before your character launches the stars. It's a simple 'tap' 'tap' motion, more details are explained here:
