The head of Ukraine's security service says the former President Viktor Yanukovich is responsible for the killing of dozens of protesters in February.
 
He says the shooting of demonstrators in Kiev's independence square was ordered by Yanukovich. 
 
Twelve members of a disbanded elite riot police have been detained over the incident.
