A somber mood engulfs the stadium as it fills with song to remember those killed 20 years ago.
Rwanda has long complained that Western and other nations did not do enough to stop the massacres.
The bloodshed erupted in April 1994 and killed 800,000 people in 100 days.
Most of those killed came from the Tutsi minority but also moderates among the Hutu majority.
