Spain has once again threatened to block a Catalan independence referendum. An official and binding vote on self rule was to be held on November 9, but was cancelled by Madrid. Catalan leader Artur Mas has scheduled a non-binding referendum for the same date, and says it meets with the country's legal requirements. teleSUR
