Prior to joining the Cleveland Police Department the officer who shot and killed 12-year-old Tamir Rice was deemed unfit for duty in nearby Independence, Ohio.

Prior to joining the Cleveland Police Department, officer Tim Loehmann, who shot and killed 12-year-old Tamir Rice, was deemed unfit for duty in nearby Independence, Ohio.

His personnel record there shows that serious problems were evident during his firearms qualifications training, calling his ability to serve as an officer into question.

It was noted by the deputy chief of the Independence PD that Loehmann was unable to follow directions or communicate clearly, and that his handgun skills were "dismal."

The chief also wrote, "I do not believe time, nor training, will be able to change or correct the deficiencies."

It was recommended that he be terminated.

An Independence police sergeant reported troubling incidents as well, including Loehmann’s inability to complete a state gun qualification session due to an emotional breakdown.

The sergeant had learned earlier that the source of the trainee’s distress was a break-up with his girlfriend.

A meeting was held, and shortly after, Loehmann tendered his letter of resignation citing personal reasons.

Just over a year later, he was hired by the Cleveland Police Department, which has admitted that the officer’s Independence file was never reviewed.
