Franklin Delano Roosevelt proposed a Second Bill of Rights in a speech on January 11, 1944. In its preamble, governments commit themselves and their people to progressive measures which secure the universal and effective recognition and observance of the human rights. It has also served as the foundation for a growing number of national laws, international laws, and treaties, as well as for a growing number of regional, national, and sub-national institutions protecting and promoting human rights ... but seeing the current state of the world we are really sure that everything has been applied?
