Hong Kong pro-democracy advocates are preparing a long civil disobedience campaign after China broke its promise to implement universal suffrage in the city.

Hong Kong is governed by its constitution, the Basic Law. The Basic Law was agreed to by mainland China and Hong Kong officials in 1990.

The document promises an orderly transition to democracy, with both its chief executive and legislature returned by universal suffrage.

Beijing has said the Hong Kong people can elect its chief executive for the first time in 2017. But a pro-Beijing committee of 1,200 loyalists will select the candidates. The people’s choice will be limited to these candidates.

This is to prevent a candidate unacceptable to Beijing from winning the election.

Pro-democracy advocates want a true democracy and genuine choice, with nominations coming from the electorate.

A civil disobedience campaign called Occupy Central and other protests are planned to push for genuine universal suffrage in Hong Kong.
