MANILA, Philippines -- Former Police Supt. Cezar Mancao believes the government's assurance that he will be given protection once he surrenders himself is mere lip service.

Mancao said he is determined not to return to the fold of the law.

"Lip service lang ho eh. Kahit na sinabing ganyan ganito, sa totoo naku, malayo ho talaga," he said.
