Heavy rains and winds are battering parts of Peru and Argentina, where the central province of Buenos Aires is struggling to contend with five days of rains that have caused rivers to overflow. Tens of thousands of people in the country’s largest province had to evacuate their homes in search of dry ground. Some have gathered in makeshift camps.
