Judges and lawyers from Guatemala and Honduras have released a comparative analysis showing that in the past three years new laws have been passed to capture and imprison citizens for protesting. A state policy in both countries criminalizes social protest and stops or inhibits freedom of speech. Campesinos are jailed for demanding their right to the land.
