Mazhoranca dhe opozita kalojnë me konsensus 9 nenet e para te ligjit për Gjykatën Administrative. Por palët ndajnë qëndrime krejt te kundërta për përbërjen e trupit gjykues ne Shkallen e Pare dhe Gjykatën e Larte. Socialistet propozuan gjykimin me një gjyqtar, duke ofruar si argument shpejtësinë dhe mbajtjen e përgjegjësisë, nëse çështja rrezohet ne 2 shkallet e tjera. Por për qeverinë, sistemi aktual i drejtësisë nuk ofron garanci me një gjyqtar. Duke mbështetur edhe propozimet e grupeve te interesit, te majtët propozuan krijimin e një Kolegji Administrativ pranë Gjykatës se Larte, por ky variant nuk pranohet nga ekzekutivi. Duke lexuar qëndrimet e largëta qe prezantuan palët, kryetari demokrat i komisionit nuk lejoi te prishej fryma e kompromisit, por shtyu debatin për ditën e hënë. Projektligji për Gjykatën Administrative është votuar ne parim me kompromis, por miratimi final do te kërkojë disa jave kohe, për shkak te kompleksitetit. Megjithatë, ne një salle krejt te rinovuar për anëtarët e Komisionit te Ligjeve, kushtet për te arritur marrëveshje duken me te mëdha.
