Ndërsa autostrada Levan-Tepelene pritet te përfundojë brenda këtij sezoni turistik, mbi 400 familje nuk kane marre paratë e tokës ku ajo kalon. Sipas njësive vendore, fermerët e Frakullit dhe Cakranit nuk janë kompensuar për një sipërfaqe prej rreth 53 hektarësh, edhe ne pse ne fakt secili prej tyre është pajisur me një numër llogarie bankare prej kohesh. Komuna ka plotësuar dosjet dhe i ka dorëzuar sipas ligjit ne Drejtorinë e shpronësimeve pranë drejtorisë se përgjithshme te rrugëve. Dhe fermerët ende nuk kane marre leket duhet te lëvroheshin nga Ministria. Për autostradën Levan-Tepelenë me gjatësi 70 km janë akorduar afro 70 milion euro. Për dëmshpërblimin e pronareve te tokës përgjatë këtij segmenti Ministria e Transporteve deklaroi vitin e kaluar akordimin e 96 milion lekeve, por ne fakt kjo shume nuk u është dhënë ende fermerëve.
