After 18 months of talks over victims' rights and reparations as part of the Colombian peace negotiations, the rebels have proposed a collective apology by both sides for the damage and losses inflicted over the course of the armed conflict. The FARC also reiterated its call for structural changes that would ensure the basic rights of Colombians. teleSUR
