In September, the International Court of Justice in The Hague made headlines by agreeing to hear the century-old dispute between Chile and Bolivia over Bolivia’s access to the Pacific Ocean. While the Court’s decision was celebrated in Bolivia as a major victory, a final decision is a long way off. Another headline grabber in Bolivia has been the domestic battle to change the Constitution to end presidential term limits.
