Here from top to bottom of the chain, you need to consider two consecutive numbers to actually calculate the answer. 16 and 2 both are primarily taken. Now moving downwards, we can see that the number decreased by 1, 2, 3, 4 gradually and if we consider the number 2 and again go downwards, the number gradually increased by 2, 3, 4 and so on....This way we could easily calculate the actual number to be replaced by the question mark ('?').
