Video shows Chicago cop fatally shooting teen as he tries to run away

CHICAGO — City officials released footage Thursday of a deadly 2013 police shooting of a black teenager after a judge ordered the video to be made public. The video's publication comes amidst calls for greater transparency in cases involving fatal police shootings.

The newly released video shows what happens after two Chicago plainclothes police officers received a radio report about a carjacking on January 7, 2013. The officers pulled up alongside the vehicle 17-year-old Cedrick Chatman had reportedly stolen and exited their car, handguns raised.

Chatman sprinted across the street while Officer Lou Toth gave chase. Toth's partner, Officer Kevin Fry, trailed back but kept his gun trained on Chatman.

When Chatman started rounding the street corner in front of a deli, Fry claims, in a 2014 deposition cited on ABC News, that Chatman made a slight turn towards his partner while holding what appeared to be a handgun. Investigators say that the object thought to be a firearm was in fact an iPhone box.

Fry fired four shots at Chatman, striking him twice. In the video, a wounded Chatman can be see lying in the street as Toth puts handcuffs on him. The teen died later at a local hospital.

According to Reuters, city attorneys fought for months to keep the video private, but recently dropped their opposition to the video's release. The Chicago Police Department and Chicago Mayor Rahm Emanuel have faced much criticism in recent months regarding the department's use of force.
