On Thursday, Obama announced sanctions over what he called “the Russian government’s aggressive harassment of U.S. officials and cyber operations aimed at the U.S. election.” 
Russia had threatened to retaliate, but President Vladimir Putin reportedly decided to pull back those plans, citing a decision to wait for the new administration to take office, notes CNN. 
During an appearance on Fox & Friends on Friday, Giuliani, a Donald Trump supporter, said, “I’ve never seen a president try to create more problems for a future president.”
The former New York City mayor added, “Now, after 18 months of this hacking, he does something about it. Why didn’t he do something about it 18 months ago? It wouldn’t have happened….None of this would have happened if President Obama had been awake...” 
Giuliani continued by saying, “Two weeks before he goes out of office, he does a bunch of these sanctions just to create a problem for Russia. And it’s not only too little, too late, it’s almost silly in the way he did it.” 
He later suggested that once Trump takes office, his team should review the evidence of Russia’s involvement; Giuliani said, “There’s no question that the intelligence that President Obama has been getting has either been incompetent or politicized.” 
Meanwhile, commenting on Putin's reported decision to hold off on any responsive actions, Trump tweeted on Friday, "Great move on delay (by V. Putin) - I always knew he was very smart!"
