President Barack Obama surprised an emotional Vice President Joe Biden Thursday During a speech, Obama called Biden “most consequential vice president in the history of America.” Biden broke down in tears as he accepted the award from the president. The honor caught Biden and much of the world off guard, as the event has been publicized as honoring Biden, but the award had not been mentioned.
