This tutorial can also work for older versions of photoshop to around CS3.
There are a variety of ways to change the colour of hair, this I find the quickest and most realistic.

This tutorial covers the process and assumes you have a degree of knowledge regarding photography, lighting and colour. It also assumes you have a basic knowledge of photoshop.
