Devolution is transforming the political landscape in Kenya. Where some regions had been historically marginalised by Nairobi -- either because they were seen as opposition strongholds or merely not a priority -- now they have all been able to get a slice of the pie and manage their own budgets. It's also made the role of county governor much more attractive -- although some warn that giving them control of the purse strings could lead to corruption.
