Here's a short, but brief information on how to get a Cars 3: Driven to Win request from me.

1. Select a Game Mode from Events.
2. Choose a track, but not the difficulty level.
3. Select a character.
4. Mix & Match your selected character's horn, light effects, and turbo flames.

And last, but not least, be respectful, otherwise, your request will be ignored, and declined.
