NewsX has accessed a list of Jammu and Kashmir's most wanted terrorists from various dreaded terror organisations including the LeT, Hizbul Mujahideen and Jaish E Mohammad. The list of 21 terrorists from Kashmir and Pakistan, includes the notorious Naveed Bhatt who is suspected to be among the three assassins behind the killing of editor Shujaat Bukhaari while governor's rule is already in place in the state. The home ministry has deployed the black cats to assist the security forces in the fight against terrorism in the valley.
