Florence was downgraded to a Category One hurricane on Thursday, September 13, posing a smaller threat but still bringing significant rainfall and storm surge to the coast.
This video, filmed by Chase Alfman‎ in Wilmington, North Carolina, shows the downpour and strong winds.
Over 100,000 people have lost power, according to local media, and warnings for flooding and storm surge winds were still in place. The National Hurricane Center reported that Morehead City, a port town north of Wilmington, saw a surge of 10 feet.
Forecasts warn of heavy rains the next few days as cities remained under a state of emergency.
