Torrential rains and fierce winds from Typhoon Mangkhut, known locally as Typhoon Ompong, approached Aparri, a municipality of the Philippines’ Cagayan Province, on the evening of September 14.

This footage shows a glimpse of the weather along Ballesteros Street.

According to reports from Rappler, Storm Signal No. 4 was raised on September 14 as Mangkhut swept through Cagayan. This is the second highest signal in the country, indicating winds of at least 106-137 miles per hour that are expected to hit within 12 hours.
