This is the scene from Godzilla VS Hedorah that just plain didnt make sense. But the movie was gd. Featured very little stock footage unlike other Godzilla films such as Godzilla VS Gigan or VS Megalon.
Also was entitled Godzilla VS The Smog Monster.
