The Centre's ambitious plan to create a National Counter-Terrorism Centre called the NCTC seems to have run into rough weather. It seems like after the FDI in retail and the Lokpal impasse, another headache awaits the government. Several non-Congress Chief Ministers have attacked the move on the grounds that it infringes upon the powers and rights of State governments.
