Two days after a white paper on irrigation projects in Maharashtra was tabled in the state Cabinet, the man who blew the lid on the alleged multi-crore irrigation scam, whistle-blower engineer - Vijay Pandhare, has trashed the white paper. Pandhare claims the white paper paints a rosy picture of the situation and points out that it doesn't address issues like tenders being awarded at high prices and cost overruns.
