With the Congress high command refusing to budge on the state's bifurcation. Seemandhra leaders are said to be bargaining for special packages communities and districts they represent.

The packages which covers a gamut of issues include backward caste status for Kapus, sops for minorities. Union territory status for Hyderabad and special focus on Rayalseema. A financial package to develop a capital for Andhra Pradesh has also been raised.
