Taking the fight over Patel's legacy to a new level, Congress, on Thursday, hit out at BJP's prime ministerial candidate Narendra Modi saying that Gujarat still didn't have a fully functional human rights commission.

Party spokesperson Ajay Maken addressed reporters here and said that "BJP must live by Sardar Patel's ideals if they want to claim a stake in the Patel legacy."
