BJP's Prime Ministerial candidate Narendra Modi tore into the Congress saying they should debate him on development and not on lies.
Modi who is on a rally blitz in Madhya Pradesh, was speaking at Guna and said the Congress made promises before elections but has never been able to fulfill them.
