Panaji: Music festivals cannot be enjoyed without getting high on alcohol or drugs, according to Goa tourism minister Dilip Parulekar.

"Music lovers feel that musical parties like Sunburn cannot be enjoyed without alcohol and drugs. We cannot stop them from enjoying," Parulekar told reporters on the sidelines of a tourism event here late on Saturday.
