Solicitor General Mohan Parasaran has called the Aam Aadmi Party government's Jan Lokpal Bill 'unconstitutional'. Parasaran has insisted that the Lieutenant Governor's prior approval is necessary to pass the Bill.
Parasaran, whose opinion was sought by L-G Najeeb Jung on the constitutionality of the Delhi government's proposal to enact the Bill without seeking Centre's clearance, is understood to have conveyed to him that it will be illegal if it is enacted without the consent.
