The Ministry of External Affairs (MEA) on Tuesday acknowledged Pentagon's assessment that Pakistan is using militant groups as proxies to counter the superior Indian military.

Spokesperson in the External Affairs Ministry said that India welcomes the assessment of Pentagon that Pakistan has become a safe havens for terrorists.
