Congress vice president Rahul Gandhi on Saturday blamed Prime Minister Narendra Modi for rising terrorist activities in Kashmir, where militants from Pakistan launched four terror attacks on Friday leaving 11 security personnel including a lt colonel dead and killing two civilians.
