Congress on Tuesday released the second part of its election manifesto reiterating its biggest poll promise – the Right to Shelter. AICC general secretary party’s Delhi in charge P C Chacko said that Congress vice-president Rahul Gandhi has given a “personal guarantee to ensure that Right to Shelter for the people of Delhi.”
