While presenting the Jammu and Kashmir State Reorganization Bill in Rajya Sabha on August 5, Amit Shah had said that due to article 370 and article 35A, the state did not develop as much as other states of the country. He alleged that rampant corruption, poverty and terrorism did not allow Jammu and Kashmir to move forward. Amit Shah told how Jammu and Kashmir continued to fall behind in many more important areas like education, health and women development.
