MANILA - Bataan Governor Albert Garcia said a pending flood control project is their only hope to solve perennial flooding in the province, specifically in the towns of Dinalupihan and Hermosa. Garcia said some have raised the possibility that the construction of the Subic Clark Tarlac Expressway (SCTEX) has prevented water from leaving some barangays.
