MANILA - Sen. Miriam Defensor Santiago on Thursday said President Aquino should give up control of his discretionary funds if he wants to keep his moral ascendancy. Speaking to ANC's Headstart, Santiago said Aquino has his own discretionary funds including a P2.5 billion social fund from the Philippine Amusement and Gaming Corporation. The President also gets P130 billion in royalties from the Malampaya gas project in Palawan province. Santiago said the Malampaya fund is an off-budget item that has no congressional participation. The senator urged Aquino to give up his discretionary funds especially since he has no plans of stealing. "If he wants to keep his moral ascendancy, it should come from him motu propio na sabihan niya - since anything I do will be pursuant to law and I do not have any kickbacks or I am not going to steal this anyway, sige, ilagay niyo lahat sa budget," she said in the interview.
