Agriculture Secretary Proceso Alcala has addressed the latest plunder and graft case filed against him by Youth Act, accusing him of giving millions of pesos to bogus NGOs including those controlled by Janet Lim Napoles. Speaking to ANC on Thursday, Alcala admitted that a Napoles NGO slipped past the scrutiny of his department, and only realized it was a fake NGO when the scam was exposed. But he insisted he did not benefit from the scam. Alcala, meanwhile, also admitted that he was slightly hurt by the appointment of Presidential Assistant for Food Security Kiko Pangilinan.
