Heavy rain burst from the ground in the city of San Francisco, California, on Thursday (January 16).

The National Weather Service issued what's known as an "areal flood advisory" in effect Thursday morning and afternoon for locations throughout the region, warning of flooding in low-lying and poorly drained urban areas and on small streams.
