1. Establishment of Covid19 Central Command Center. Under the DOH Ops Manual, Command Center should have been activated by now. Command Center must be located in the Malacanang to
a. Serve as the hub for command, control, communication, & coordination in close coordination with the IATF (e.g. President’s War Room)
b. Facilitate the collection and analysis of data to be used as basis for making decisions and setting overall direction of the response This includes being a centralized repository of requests for PPEs/Equipment/Medial Personnel by hospitals, among others.
c. To disseminate information information, early warnings and guidelines press room for all networks covering Covid19 Response. Command Center must be in the palace with Exec. Sec. so that firm decisions may be made right away
2. Activate the NDRRMC or National Guard to augment/complement IATF in the government’s response (i.e., delivery of PPEs to hospitals, delivery of relief goods to citizens.
3. Emergency Powers given to President must be focused. Identify short, medium, long term goals. Primary Short Term Goal: PROTECT THE HEALTHCARE WORKERS so docs can see more patients (Redistribute ventilators from other hospitals in MM, recruit Docs from VizMin to augment the MM docs, etc.) MM hospitals need all the PPEs now because once the virus spreads outside MM, we will have lost this battle already.
The Command Center must have a checklist and a metrics for success.
4. Budget under Emergency Powers and the apportioning thereof must be reconsidered so that majority of the budget goes to the Covid19 Response; allocations must be identified and itemized, and tourism must take a back seat for the meantime. (3.7B for Covid vs 14B for Tourism)
We must be supportive of government now to minimize time under quarantine, so we can get back to our jobs and normal lives.
OTHERS: Private hospitals also concerned about contaminating entire hospital due to the lack of PPE which hinders them from accepting more patients.
Some things falling though the cracks in the government’s current response. The President is not to be blamed as he is not a medical doctor. Suggest to have an advisory board re crisis which would be composed of members of Phil College of Physicians, former DOH secretaries, et, al
