Environment and Water Minister Datuk Tuan Ibrahim Tuan Man said that the Penang state government cannot implement the Penang South Reclamation (PSR) project until the environment management plan (EMP) has been approved by the Department of Environment (DoE).

The minister said this in Parliament on Thursday, when answering Kemaman MP Che Alias Hamid’s question regarding the project.
