Two of the three big ticket farm bills of the government were passed in Rajya Sabha by voice vote on September 20 amid unprecedented uproar and protests. The opposition claimed the government did not have the numbers and there was rampant violation of rules that helped the BJP. Trinamool Congress's Derek O'Brien, termed it as a "murder of democracy". The opposition MPs sat in protest inside the house for a while. Later, 47 of them moved a no-confidence motion against Rajya Sabha Deputy Chairman Harivansh Singh. The opposition, which lacked the numbers to block the bills, had demanded that the bills be sent to a select committee for further discussion. The trouble started as the Deputy Chairman said the opposition resolution was negated and moved to pass the bills by voice vote. A no-confidence motion against the deputy chairman is a first in parliament and the convention is that Singh should not preside over house sessions till the matter is settled. The Narendra Modi government is "making farmers shed tears of blood", Congress MP Rahul Gandhi tweeted. Congress' chief spokesperson Randeep Surjewala that Bahubali Modi government has forcibly passed the Kisan Bill.
