The Ministry of Road Transport and Highways mandated all vehicles that have been sold before April 2019, to have a high-security registration plate (HSRP). Along with HSRP, colour-coded fuel stickers are also made compulsory for vehicles with Delhi registration. An India Today investigation has found an underground market of counterfeit HSRPs in the capital that deals with fake high-security number plates for both private and commercial vehicles. At Delhi's Maharana Pratap Market in Karol Bagh, Jolly Car Number Plates owner Anil confessed that he is doing a brisk business of fake registration plates these days.
