The Manipur fake encounters case which is being heard and monitored by the Supreme Court has reached yet another decisive moment. The Central Bureau of Investigation (CBI) has been filing first investigation reports (FIR) against “unknown persons” even though documents with the investigation team point to a long list of potential perpetrators from among the Indian army, paramilitary and police.
